Marine Superintendent – Finalizat/Închis

General description:

  • Is responsible for his designated vessels as to ensure vessel is at all times ready to perform in accordance with pool and/or TC terms and conditions and is kept on the highest company and industry standards.
  • Supports the Marine Managers in overall business procedures, customers and internal/external assurance.
  • Ensure all procedures are done according to our company safety procedures.
  • Maintains the safety system and ensure this is in line with the national and international regulations and the oil major vetting requirements.
  • Marine superintendent applies “hands on” method to follow adequately fleet vessels vetting around the clock readiness and compliance, ensure proper pre-inspection, routine inspections positive results in order to achieve company KPI’s and continually improve fleet results against industry benchmark.
  • Marine Superintendent is responsible for ensuring safe and correct working conditions onboard and in the office.
  • Working in a multi-national environment, the official language will be English.

Responsabilities:

  • Daily follow up on all vessels’ marine related performance and requirements, including but not limited to.
  • Follow-up of vessel schedule on daily basis [with assistance of Marine officer].
  • Review of Marine related paramiters in noon report [speed/weather/FW stock/RPM in line with company procedures/etc.].
  • Weather routining for trans-ocean passages and heavy weather procedrues follow up.
  • First point of contact [together with TSI] in case of vessel’s operational stoppage due to breakdown. In case of urgency alerts by phone Marine department Managers. In non-urgent cases keeps relevant office personnel informed by means of e-mail till completion of the event.
  • Preparation and assurance of selected ships and shore based management for customer vetting and assessment. To assist, implement and monitor established methods to ensure that the ships and shore based management are prepared for the vetting inspections continuously, with the objective of being accepted by customers after vetting and TMSA audits.
  • Preparation and assurance of selected ships for Port State & Flag State inspections. To assist, implement and monitor established methods to ensure that the ships are prepared for the vetting inspections continuously, with the objective of zero observations arising from such inspections. In this respect utilizes all available tools [such as Vo-52 and flag check lists] for preparation of vessels.
  • Follows up on external visitors reports and lieases with the vessels till the observations raised are closed.
  • Implementation of assurance to customers by Executing of strategies, directions and plans of marine department to achieve acceptance of Company’s fleet by Oil majors and to achieve and improve the TMSA company ratings.
  • To execute the directives and plans of the Marine department for facilitation responses and communications of ships vetted and shore based management as directed by Vetting/Marine manager.
  • Planning, implementation, monitoring and review of plans to ensure acceptance by Oil majors and that selected vessels are suitable for employment at all times.
  • Verification and evaluation of TMSA elements to monitor and ensure that Company’s shore based practices are in compliance and meeting the targets set by Company’s and to assist in improvement.
  • To collate relevant data and information to assist in the analysis and evaluation of the shipboard vetting and shore based management assessment results and identify the area and recommendations for improvement.
  • To maintain and monitor information, data and documents management related to ship ISM code, vetting and shore based TMSA reviews are maintained, updated and easily accessible for verification analyses and review.
  • Ensures that each vessel is compliant with the latest safety regulations and in addition is operated according to changing environmental restrictions and regional guidelines.
  • Responsible for keeping up to date online available documentation such as Q88, HVPQ, CDI by working closely with Marine Assistant.
  • Responsible for preparing Oil major Questionnaires and preparing related information soonest after being requested. Including after office hours.
  • To prepare, execute shipboard inspection in order to ensure that all crew is properly trained, motivated and coached with regards to company, national and international regulations.
  • To carry out audits on board vessel to verify compliance with Company’s Safety management system. Identify weaknesses and recommend actions for improvement.
  • To monitor and follow daily vessel correspondence and give feedback/provide assistance related to Marine related issues.
  • To plan, maintain and improve a safety culture throughout the fleet in order to achieve the company HSSE objectives of zero accidents/ incidents.
  • To give feedback, by preparing detailed reports of crewmembers after boarding vessel for inspection or training purposes.
  • To attend shipboard vetting inspections of ships by Oil Majors as identified by Vetting /Marine manager.
  • Recruitment / promotion Interviews of Shipboard crewmembers related to Company’s fleet.
  • Facilitate briefings of senior crew on topics related to Vetting / Marine/ QHSE dept.
  • Member of ERT, to provide support to ERT in matters related to Marine department to facilitate management, coordination and implementations of appropriate measures during an emergency of Company’s fleet vessels, with the objective to minimize consequences of the emergency.
  • Analyze cargoes of fleet vessels to be loaded and provide proper guidance to Master for sensitive / dangerous cargo and assist on spot where required. In addition to ensure vessels are loaded in accordance with requirements to review at least one stowage plan from any vessel under his responsibility per week.
  • Analyze, review and evaluate data and information related to the SMS. Attend meetings related to HSSE/ TMSA.
  • Taking care for the proper arrangement and performance of drills and analyzing their results.
  • Investigate any reported incident /serious near miss to establish root causes and to propose recommendations to prevent a recurrence, executing preventive actions and monitor effective implementation.
  • Attend daily meetings and present the info for his vessels in accordance with pre-defined agenda.
  • Attend weekly selected vessel meetings.
  • Reviewing Hot work request with Tech Supt and follow the complete process.
  • Reviewing RA received from Vessel which requires office approval.
  • Reviews all management of change documentations for his vessels and act as a first tear reviewer. Once review completed elevates the MOC to the higher authority for approval.
  • Reviews and approves additional OOW requests raised by the vessel/crew deparment.
  • QA form approver in accordance with pre-defined approval matrix.
  • Invoice approver in accordance with pre-defined approval matrix.
  • Reviews and comments on Near Misses received from vessels under his responsibility.
  • Reviews and comments on Best Practices received from vessels under his responsibility or from office visitors for those vessels. Shares with office BP’s proposed to be implemented fleet wide [or on certain relevant vessels only].
  • Reviews and approves Master Change of Command form [Vo-13] and alerts his Manager or other relevant office departments in case of notes that need to be followed by other office personnel/departments.
  • Reviews comprehensively one cargo plan, one passage plan and documentation for one enclosed space entry on any of his vessels each month.
  • Jointly with TSI conducts de-briefings with Masters of vessels under his responsibility and inserts EOC evaluation on completion of such de-briefing.
  • Carries out at least on VDR review per quarter on either one of his vessels.
  • Giving Office feedback on safety meetings received from vessels.
  • Follows up on annual VGP review and submission for vessels under his care.
  • Systematically monitors the effectiveness of verification and inspection activities within his / her department and within the fleet.
  • Accountable for achieving your objectives.

Qualifications:

  • Minimum Chief Mate STCW Reg. ii/2 Unlimited or Marine chief engineer STCW III/2.
  • Minimum 2 years’ experience as Captain or Chief Officer or Chief Engineer on chemical tankers.
  • At least 1 year experience of working ashore as marine/vetting superintendent.
  • Must have a high level of commitment in order to meet the demanding workload and long work hours.
  • Ability to work under pressure and 24/7 availability.
